EAST ST. LOUIS, Ill. – On Thursday, August 14, TERRA Engineering, Ltd.’s staff joined Governor Pat Quinn, East St. Louis mayor Alvin Parks and other state and local officials at the Port of East St. Louis groundbreaking. TERRA is serving as the design engineer for the City of East St. Louis’ $7 million infrastructure project to develop an inland river port facility. Since July 2013, TERRA has provided traffic, transportation, structural and civil engineering, landscaping and environmental services required for permitting.

George Ghareeb, TERRA’s vice president, said, “When completed, the Port of East St. Louis will serve as a vital intramodal distribution hub located in the geographic center of the United States.”

The City of East St. Louis was awarded funding from the Illinois Department of Commerce and Economic Opportunity to provide renovations and infrastructure at the site. To meet the requirements of the Illinois Department of Transportation (IDOT), TERRA’s staff of engineers and landscape architects provided solutions for entrances off of existing Illinois Route 3 and a future Route 3 which has yet to be constructed. Staff analyzed multiple access points and made recommendations based on numerous factors including traffic flow, economic development impact, accessibility and utility conflicts. The project requires coordination with numerous governmental agencies including IEPA, IDNR, USACOE, IDOT, MESD, and ICC among others to obtain the permits and signoffs needed for the construction.
